Republicans are considering eliminating the Dept of Education, which accounts for 3% of the federal budget. (They could have first considered defense spending, which is 15% of the federal budget, but Musk and other billionaires are also military contractors.)
The U.S. Department of Education distributes funds through multiple programs to state education departments, which then distribute them to school districts. Title 1 funding is just one line item in the budget and is distributed based on the number of students who qualify for free or reduced lunch. With Title 1 funds, schools can hire additional teachers, purchase equipment, improve literacy programs, etc., so all students benefit.
